Sheikh Dr. Sultan bin Mohammed bin Saqr bin Khalid bin Sultan bin Saqr bin Rashid Al Qasimi was born on July 2, 1939 in Sharjah.

He worked for a period of two years since February 1961 to September 1963 as a teacher of English and mathematics in the Industrial School in Sharjah, then assumed the municipality presidency in 1965.
At the end of the same year 1965 he went to Cairo, to start university studies at the Faculty of Agriculture at Cairo University.
After returning to Sharjah after completing his university studies in 1971, he received the administration of the ruler's office in the Emirate of Sharjah.
